Is there a health insurance penalty for 2019 in states?

There is no penalty for not having health insurance in the tax year 2019 under the Federal Tax law ( IRC) , but there are five states who have their own individual health insurance mandate under which you need to have qualifying health coverage or pay a penalty with your state taxes for the 2019 plan year. These states are California Massachusetts, New Jersey, Rhode Island and the District of Columbia.
